WALTER H. RYLAND

Rusty Ryland is a former Chief Deputy Attorney General of Virginia and a member of the Government/Business Section of Williams, Mullen, Clark & Dobbins. His practice involves corporate and governmental issues.

As part of his practice, he represents clients involved in regulatory matters, lobbying and public contracts, historic preservation, procurement issues, and privatization projects. He also represents institutions which are organizing in Virginia and developing large physical facilities. He has represented clients constructing and operating government-owned research facilities and privatizing toll roads and child support enforcement programs.

Mr. Ryland is a member of the Virginia State Bar and has appeared in the Supreme Court of the United States in constitutional challenges to governmental preference and affirmative action programs, most notably City of Richmond v. J. A. Croson Company.

He is active in civic affairs, having been President of such organizations as TheatreVirginia and the J. Sargeant Reynolds Community College Educational Foundation. He has been a Board member of the Council for America's First Freedom, Southeastern Legal Foundation, Washington International Education and Culture Foundation and the Cultural Arts Center serving Henrico County.

A cum laude graduate of the Washington & Lee University School of Law, Mr. Ryland received his Bachelor of Laws degree in 1967. He received his Bachelor of Arts degree from Washington & Lee University in 1965.
